Seems to much to me, but I'll let you figure out what's best for you. The default value is 2 - it doubles your torque by default.
While it is not an equivalent to Flatout's nitro capability (as this one changes only your torque), you will notice a notable change in your acceleration. Once enabled, you can hold the hotkey while driving to change your torque on the fly. Setting it to 0 will cause them to wreck instantly on the first bump that gets through the armour, no matter how small - this is perfect for the oval track with all the school buses (survival). That default 1.0 will cause soft targets to die off with ease, but it might take a bigger hit or several smaller ones to get through the armour of stronger cars.
